Disable e-Invoice for AR Refund

Bug

Fix did not enable approval flow for Invoice and Credit Note if turn on e-Invoice
Fix Submit e-Invoice checkbox at transaction level did not follow e-Invoice Start Date correctly
Fix some issue with layout go hidden when viewing in mobile mode
Fix create Cash Book with Debtor and Creditor did not prompt for knock off
